The value in the File if it exists is used, but the values of the form are used if missing.

If the CSV File has all the rows with the Offer ID and the Number Pool ID, the Offer ID and Number Pool ID may be left blank on the form.

NOTE: you must format the number with a "+" to indicate that this is a Number and not a TrackDrive Internal Record ID of the Number. This will allow you to use the "trackdrive_number_id" also.
